With all due respect, 23/38/0 is a terrible build. The problem with going this deep into elemental comes purely from the fact that there is next to zero gear that supports both trees.
Attack Power + Spell Damage
Attack Power + Spell Crit
Strength + Spell Damage
Strength + Spell Crit
Most of this gear is level 60 and, further, large portions of the gear listed here is hunter gear. If you filter any of the above to level 70 items (or item level 115, which is entry-level 70 gear), you get nothing at all.
So automatically you're forced to pick one or the other - either you build all of your guild with one basic stat set in mind (melee gear build vs. caster gear build) or you mix and match, thereby severely nerfing either.
Remember that elemental shaman are built around spell crit. Lots and lots of spell crit means big damage returns and mana efficiency. Remember that enhancement shaman are built around attack power. Lots and lots of attack power means big damage and mana efficiency. Half-building either won't amount to a balance; half-building either will result in detrimental DPS losses.
Further, Elemental Focus requires significant spell crit to be effective. If you're wearing melee gear, you're not going to have effective spell crit. You're also hurting both hit ratings, meaning you have to make up 3% for your melee and 7% for your casting in order to be most effective for any flavor of raids - which means yet more item budget wasted on stuff you shouldn't need a great deal of, rather than spending the item budget on stats that you really need (melee AP or spell crit).
Yet further, you're giving up big group buffs (which is one of the reasons that people bring shaman along) in favor of personal DPS (which is a lousy reason to give up group buffs).
Finally, giving up Unleashed Rage is sort of like an astronaut giving up their oxygen tank.
The 15/46/0 you listed isn't a bad build. The most commonly-accepted elemental subspec is, as is listed in the FAQ, 16/45/0, which gives you solid group buffs, faster shocks and increased fire totem damage (which effectively means that you darn well better be dropping your searing or magma totem for every fight) but retains the necessary enhancement talents at the cost of having to obtain 3% hit on your gear. So you still MUST get some gear that has +hit on it if you plan to raid with this build.
The "People's Spec", 0/47/14 is popular because the need for hit goes right out the window, meaning the item budget can be spent on attack power and melee crit. If you happen to get extra +hit on your gear, more power to you because it'll increase your white damage, but it's no longer required. One less thing to think about, really, for more effective item budgeting.
I've said it before and I'll say it again - Shaman, though we are hybrids, do not cross-spec well. The hybrid side comes entirely from the idea of being able to slap on a different set of gear and effectively perform another task, not as a main healer or main DPS, for example, but as support. Hence why all melee-build shaman should be carrying a strong set of healing gear and why all resto shaman should be carrying a strong set of casting DPS gear.
In my personal opinion, Druids have a much easier time of doing this than other hybrids (shaman / paladin) because their trees much more effectively mesh. Ours just don't. Besides, consider this: Why would you cross-spec between two different types of DPS?
You don't have to believe a word I said. When you hit 70, try your build, then try the cookie cutter. Compare the outbound DPS with a mod like Recount or whatever you want to pick - something that allows you to track your DPS progress. Then see for yourself. If I'm wrong, you'll have the data and screenshots to back your argument up and I'll recant and admit my inaccuracy.
